Securing Supreme Court

Singapore Supreme Court rules in favor of an advanced biometric access control security system

The Supreme Court of Singapore, which consists of the Court of Appeal and the High Court, sits at the apex of Singapore¡¯s judicial system and forms an important part of Singapore¡¯s legal heritage.  Located in the heart of the civic district, opposite Parliament House and officially opened in June 2005, the new Supreme Court is a technologically-advanced courthouse with state-of-the-art, purpose-built resources which facilitate the fair and efficient administration of justice.

The spectacular building features nine floors, an auditorium, 35 new court sets, chambers, conference rooms and houses facilities for the Singapore Academy of Law.  As such the Supreme Court required high security at all doors, with most access points requiring biometric checks from staff and judges.

To secure the new Supreme Court facility in Singapore and ensure the safety of its staff and Judges, the CEM AC2000 SE (Standard Edition) security management system was installed in 2005 by CEM Approved Reseller, TJ Systems.  The prestigious contract incorporated the supply of the AC2000 SE system using over 400 customized CEM S600e readers with integrated fingerprint technology and smart card encryption.  Ethernet enabled with integrated fingerprint and smart card encryption, the client was provided with a flexible, single solution for biometric template management.  Using the Bioscript MV-LiteTM module, templates are simply captured on the CEM AC2000 SE enrolment station at the same time as the cardholders¡¯ personnel details and image, then saved to the AC2000 Server.  The templates are then distributed via the access control system over Ethernet to guarantee rapid transfer of template data and eliminating the need for an additional biometric network.  With an internal database and compact flash card, the S600e fingerprint reader can store over one hundred thousand biometric templates in its database ensuring dual layer access control is provided, even if offline from its host system.

¡°Integrating the fingerprint biometric technology fully into the access control system has provided a powerful security solution for installations like Supreme Court, with the requirement for a large number of biometric points and a large number of users who don¡¯t want to write the biometric template to a smart card,¡± said Andrew Fulton, Business Development Director of Tyco Fire & Security¡¯s CEM products.  For more information, please visit www.cemsys.com.
